摘　　要： 新时代的技术革新与不确定性挑战,使高水平职业院校发展目标的确定成为一项极其复杂的工程。理论层面,基于复杂科学的自组织理论,可将新时代高水平职业院校发展目标系统视为一个自组织系统,因而优质职业院校发展目标生成过程应转向自组织模式,即在开放、合作的环境中,依靠职业院校目标系统内部力量共同设计并自觉认可而成,据此可构建由问题识别输入系统、目标孕育过程系统和目标生成输出系统三个子系统构成的优质职业院校发展目标生成系统;实践层面,遵循自组织系统的生成机理与逻辑,依托新时代技术力量可构建以观念重构为前提,以机制创新为驱动,以智能协同为保障的高水平职业院校发展目标生成路径。 In the new era of technological innovation and uncertainty challenges, the determination of the development goals of high-level vocational colleges has become an extremely complex project. On the theoretical level, based on the self-organization theory of complex science, the development goal system of high-level vocational colleges in the new era can be regarded as a self-organization system. Therefore, the development process of high-quality vocational colleges should be turned into the self-organization mode, that is, in an open and cooperative environment, it is designed and recognized by the internal forces of the goal system of vocational colleges. Based on this, it can be constructed by the high-quality vocational college development goal generation system consists of three subsystems: problem identification input system, goal incubation process system and goal generation output system. At the practical level, it follows the generation mechanism and logic of self-organization system, and relies on the technical force of the new era to build the generation path of development goals of highlevel vocational colleges with concept reconstruction as the premise, driven by mechanism innovation and intelligent coordination as the guaranteed path.
