摘　　要： 利用26个省1996—2005年的面板数据研究了地方政府财政支出农支对农户投资的挤出效应和挤进效应，进一步探讨了农村税费改革在具中的影响。研究支援农业生产支出、农林牧副渔事业费、农业基本建设支出对农户投资存在着挤进效应，农业综合开发支出存在着挤出效应，取消乱收费和减少农业税引起农户农业投资增加。然而，税费改革使得地方财政支农引导农户投资功能下降，特别是中西部地区财政支农支出只能维持“吃饭财政”。 By using 26 provinces＇ panel data in 1996-2005, the crowd-out and crowd-in effect of financial agricultural support on farmer＇ s investment are analysed. Furthermore, the crowd-out and crowd-in effect change under the tax-fee reform background are alsoanalysed. The result shows that agriculture production invest, administration expense and agricultural infrastructure invest have increase farmer＇s investment,but agricultural synthesize payout reduce farmer＇s investment. Abrogating fee and reducing agricultural tax pulls farmer＇ s investment. After tax-fee reform, mid-west provinces only maintain ＂dining finance＂.
