摘　　要： 文章以新疆呼图壁县哈萨克族牧区为例，通过田野调查分析目前该地区牧民定居现状及其存在的问题。就牧民定居未来的发展方向提出己见，认为当地政府制定地区发展计划时需倡导参与式发展、让当地居民受益的理念，并探讨了生态环境保护、水利资金投入和限制当地牲畜数量对于地区经济发展的重要意义。 Based on the fieldwork about Kazakhs＇pastoral areas in Hutubi county in Xinjiang, this paper analyzes the present situation and existing problems in local people＇s lives. Suggestions have also been given toward the future development of local inhabitants. The author suggests that local government should plan to develop local areas under the encouragement of participation and the concept of benefiting local residents. The discussions on the following issues also show its significance for local economic development, namely, the protection of ecological environment, the investment in water conservancy and setting limitation on the number of local livestock.
