摘　　要： 教育均衡不能单纯理解为教育资源配置的“削峰填谷”或“造峰扬谷”。作为一个动态发展的过程，教育均衡所涉及的不同要素间存在一定的辩证关系，所以有必要思考三大问题：在量变到质变原则下，如何优化教育资源；在对立统一原则下，如何促进教育资源的优势互补；在否定之否定原则下，如何灵活调整教育资源配置方式。 The equilibrium of education can＇t be understood only as compensation or mutual benefit in educational recourse allocation, It is a continual development process, and it embodies the dialectic relation among different essences in education system. The best way to promote balanced development of education is to optimize the educational resource in accordance with the principles of qualitative change, promote mutual benefit and mutual complementarities of educational recourse in accordance with the principles of overall planning, and adjust the forms of allocating educational resources flexibly in accordance with the principles of the negation of negation.
