摘　　要： 政府投资决策问题是大型建设项目存在的逻辑起点,该类项目为一次性的复杂系统工程,决策质量对社会和经济的发展有深远的影响,科学投资决策的重要性不言而喻.首先定义了大型建设项目的投资群决策主体,引入直觉模糊距离方法将专家论证环节中各专家论证意见集结为一致性结果,并且针对多决策主体参与的评估、讨论和听证等环节,采用理性聚类方法集结主体偏好进行投资决策分析.为政府投资决策部门制定科学决策提供参考. Government investment decision-making is the logical starting stage of mega construction projects. As one-time complex system engineering, its quality of its decision-making has far-reaching impact on social and economic development, and the importance of scientific investment decisions is beyond doubt. By exploring and summarizing the decision-making process of mega construction projects, the group decision-making is defined and intuitionistic fuzzy distance method is used for gathering experts＇ demonstration to a consistency result in expert demonstration state. Rational clustering method is used for gathering preferences in assessment, discussion and hearing stage.The study results of this paper provides a reference for government investment decision-making department to make scientific decisions.
