摘　　要： 近年来，全球“网络中立”论争呈现三大趋势：从政治争斗回归技术之争；从“网络中立”走向“技术中立”；从立法推动到追求达成“中立”共识。这些变化从本质上体现了网络技术发展的内在要求，呼应了移动互联网崛起和媒介融合带来的网络整体生态环境的变迁，也预示了“全球共治”时代未来互联网治理的新方向。 In recent years,the debate about network neutrality has shown three trends.The first one is that the debate is becoming a technological issue from a political dispute.The second is it has been from network neutrality to technology neutrality.And the third is that it is pursuing a common opinion of neutrality rather than promotion of legislation.These changes are the intrinsic requirement of the development of networking technology in essence,a reflection of the change of network ecology due to the rising of mobile internet and media convergence.It is also an indication for the new orientation of internet governance in the future.
