摘　　要： 公共性是一个具有多个面向的概念,从制度建构的视角来看,公共性的内涵包括理念、主体、实体、空间和过程五个维度.腐败的本质是私人性对公共性的消蚀和侵占.当前制度中公共理性的缺乏、公共生活主体力量的失衡、私人利益对公共利益的侵犯、公共领域的私密化以及公众参与不足是腐败现象产生的深层原因.倡扬公共理性、培育多元主体、保障公共利益、拓展公共领域,重造公民参与的制度流程,通过制度建构彰显公共性是治理腐败、实现善政的根本策略. The public nature is a multi--oriented conception. From the view of the institutional construction, it has five dimensions： philosophy, subject, substance, space, and process. The essence of corruption is the private erosion and en- croachment of public nature. The fundamental causes of corruption are the lack of public ration, the power imbalance in public life, the private interests infringed the public interest, and public field privacy, as well as the lack of public participation in institutions. So, we must advocate public ration, cultivate multiple subjects, protect public interest, develop public field, and remodel institutional process of public participation. Constructing institutions is the essential measure to fight against corruption and to realize good government.
