摘 要: 依据科研机构的基本特征,首先从创新基础能力、创新投入能力、创新产出能力及创新社会效应4个维度进行分析,选取科研机构创新能力的评价指标,构建科研机构创新能力评价体系。然后,建立一个对数模糊优先规划-模糊层次分析(LFPP-FAHP)的创新能力评价模型。该模型不仅改进传统方法求解模糊判断矩阵的不足,而且还考虑更加贴近实际的多时段加权评价对结果的影响。最后,以广东省21个地市的科研机构为研究对象开展模型的应用研究,给出提升广东省科研机构创新能力的相关对策及建议。 This paper firstly builds an evaluation index system of innovation capabilities for scientific research institution from four dimensions of basic innovation capabilities, innovation input, innovation output and social effects. Then, we propose an evaluation model of innovation capabilities based on fuzzy priority programming fuzzy analytic hierarchy process (LFPP-FAHP) method. The proposed model improves the shortcomings of the traditional method in solving fuzzy judgment matrix, also considers the influence of multi-period weighted evaluation to the resuk. Finally, we take the scientific research institutions of 21 cities in Guangdong Province as samples to conduct application research of this model. Based on the findings, we propose some relevant strategies and suggestions to enhance the innovation capabilities of scientific research institutions in Guangdong province.
