摘　　要： 豫湘桂战役期间,中共中央针对国内时局的变动,拟定了＂巩固华北、华中,发展华南＂的规划。五岭根据地计划的提出与实施,是＂发展华南＂的重要举措。抗战结束后,中共中央权衡国际国内局势,改提＂向北发展,向南防御＂,停止实施五岭根据地计划。从＂发展华南＂到＂向南防御＂的演变逻辑,体现了以毛泽东为代表的中共中央＂以进为进＂到＂以退为进＂的军事哲学思想,反映了中共中央制定战略、计划时从客观实际出发、实事求是的精神。 During the Yu-xiang-gui Campaign, according to the domestic political situation changes, the CPC Central Committee drew up the plan of ＂consolidating North China and Central China, and developing southern China＂. The proposal and implementation of the Five Ridges base areas plan is the important initiatives of developing South China. After the victory of the Anti-Japanese War, the CPC Central Committee balanced the international and domestic situation, changed to propose ＂developing the north and defending the south＂ , and stopped the implementation of the Five Ridges base areas plan. The evolution from ＂developing South China＂ to ＂defen- ding the South＂, embodies military philosophy thought from ＂attack＂ to ＂retreat＂ of the CPC Central Committee centering in Mao Zedong, and reflects the spirit of starting from the objective reality and seeking truth from facts of the CPC Central Committee, when formulating strategies and plans.
