摘　　要： 建设创新型国家，关键在于推进从“制造”到“创造”的转变。以我国WAPI和TD．SCDMA两项自主标准的制定及国际化过程为个案研究对象，从部门利益、技术专家网络及国际参与层次剖析了我国追求自主标准的战略过程，并提出网络经济形势下有效的自主标准国际化模式，具体分析了国际标准化制度下从“制造”到“创造”的转型之路。研究比较了WAPI和TD—SCDMA两项标准的不同发展路径，WAPI因政府主导下的部门利益冲突导致挫败，而TD—SCD—MA则因充分运用了网络经济外部性及技术专家网络的能力获得成功。 The key of building an innovative country is to promote the transition from ＇manufacturing＇ to ＇creat- ing＇. In this paper, we take China＇s two national standard（GB） establishment of WAPI and TD-SCDMA and the process of internationalization as the object of this study; from three levels of departmental interests, technological experts network and international participation, we analyze the strategic process of our country＇s pursuit of indepen- dent standards, and propose a model of independent standard internationalization in network economy, which elabo- rates the transition from ＇Making＇ to ＇Creating＇ under the circumstance of international standardization system in de- tails . This study suggests that the departmental interests, technological expert network and international participa- tion are three important factors affecting the internationalization of independent standard. This case compares the different developing paths of WAPI and TD-SCDMA standards, to find that WAPI failed because of the departmen- tal interests conflicting lead by government, while TD-SCDMA is successful owing to full use of the externality of network economy and technological expert network.
