摘　　要： 南海是解决人类食品、空间、能源匮乏的资源库，在目前海洋开发技术、制度框架约束条件下开发南海资源最快捷的方式是渔业资源开发和渔业经济产业化经营。南海渔业经济产业化经营具有渔业资源丰富、特色明显的综合开发优势，但也存在组织、资本、区位和技术等约束条件，针对南海渔业经济产业化经营的情况，宜建立以海南国际旅游岛为基点的近海休闲渔业、南海远洋休闲渔业，以广西沿海城市为基点的特色渔业养殖基地和海洋保健药品生产基地，以广东沿海城市为基点的海产品深加工、流通基地的区域产业结构，建立特色养殖渔业、远洋捕捞、流通加工服务渔业、休闲渔业层级递进的渔业产业结构体系，重点发展休闲渔业和远洋捕捞业。 T he South China Sea is a resource‐rich place to solve human scarcities of food ,space ,and energy .Constrained by institution and technology ,the quickest way to develop the South China Sea＆#39;s re‐sources is fishery exploitation and industrialized management of fishery economics .There are some advan‐tages such as rich fishery resources and distinct comprehensive exploitation and some disadvantages such as constraints of organization ,capital ,location and technology .In view of the South China Sea fishery eco‐nomic industrialization ,we should take Hainan International Tourism Island as a base to develop offshore recreational fisheries ,and ocean recreational fisheries in the South China Sea ;we should take the coastal cities in Guangxi as bases to develop fisheries breeding with special characteristics and marine health and drug production ;we should take the coastal cities in Guangdong as bases to develop seafood deep‐process‐ing ,to establish a fishery industry structure with a special farming fishing ,deep‐sea fishing ,distribution processing service fishery ,and recreational fishery .Among them focus is on the development of recrea‐tional fisheries and deep‐sea fishing .
