摘 要: 作为中国乃至世界热议话题,"一带一路"建设本质上在于推动区域内城市国际网络发展。现有研究已经表明企业对于城市网络的基础性作用,却相对弱化了国际网络组织对特定区域的不利影响、政府作用以及对跨国区域性城市网络的关注等,尤其对于"一带一路"城市国际网络建设问题。因此,本文以跨国公司及其价值链理论为基础,分析不同跨国公司发展下的城市国际网络形态,并结合价值链理论分析以发达国家为主导形成的国际网络组织对特定区域的不利影响,进而分析发展中国家或地区利用"一带一路"作为空间载体,通过政府与市场的有效结合、转换意识、科学分工与合作并坚持共同发展、互惠互利的治理模式,构建以发展中国家跨国公司为主导的区域性价值链体系,是增进"一带一路"城市国际网络性的关键。 As the hot topic of China and the world, the constructional essence of the Belt and Road is to promote the development of regional urban network. The existing researches have showed the companies basic roles on urban network, but weakened government functions, the adverse effects of international networks organization to special regions, and the attention to transnational region-urban networks, especially, the construction of urban international network in the Belt and Road. So, on the base of transnational corporation and value-chain theory, the article analyzes urban network formations of different transnational corporation development, and the adverse effect on special regions. Then, think that it is the key of improving urban international network of the Belt and Road that developing countries or regions construct regional value-chain system of own companies leading, using the Belt and Road as space carrier and being by effective connection between governments and markets, transforming awareness, dividing the work and cooperating, and insisting on governing pattern of the mutual development and benefit.
