摘　　要： 改革开放30多年来,中国进行的以GDP目标主导的经济发展实践具有历史合理性,但也具有历史局限性。随着经济社会文化等历史条件的根本性变化,中国必须及时转向新的目标,即确立国民持续幸福为经济社会发展实践的新目标,并重点探讨了确立该实践目标的学理基础、丰富内涵和实现条件。 After over 30 years reform and opening-up, GDP-led economic development practice has historic rationality but has historic limita-ion. With the basic change of historic condition such as economy, society, culture and so on, China must turn to new objective, i.e., National sustainable happiness should be defined as new objective of economic and social development practice. The theoretical basis, rich connotation and real condition for this practical objective are emphatically discussed.
