摘　　要： 科技创新是中石油发展的动力源。累计27203件的专利申请量代表着中石油在科技创新上的实力。但是,专利数量不足以代表科技创新的高度,专利质量才是更高标准。从法律层面说,专利质量取决于专利文本质量,因为它是专利获权、维权的保障。而从技术层面说,专利质量又取决于科技创新质量,因为它是专利文本质量的基础。从中石油等六家石化企业的专利数据出发,阐述了科技创新与专利的关系,我国石油企业对专利质量的重视。 Scientific and technological innovation has become a primary driving force for CNPC （China National Petroleum Corporation） to maintain steady development. A total of 27,203 patent applications are sufficient to demonstrate the strength of CNPC in scientific and technological innovation. However, the number of patents cannot fully represent the height of CNPC in scientific and technological innovation, rather, the patent quality is an higher criterion. In the legal aspect, the patent quality depends on the quality of patent documents, which is a guarantee for patent acquisition and rights protection. In the technical aspect, the patent quality depends on the quality of scientific and technological innovation, as the quality of scientific and technological innovation is a basis for the quality of the patent documents. From patent data analyses of six petrochemical enterprises like CNPC, the paper briefly clarifies the relationship between scientific and technological innovation and patent quality, so as to emphasize the patent quality with respect to the petroleum enterprises in China.
