摘　　要： 文中针对《内河渡口渡船安全管理规定》中的渡口缆渡相关规定和要求,以河南省渡口安全事故为例,着重对内河渡口缆渡的特点、缆渡设备各部位在安全建设中的技术状况、缆渡的选址以及渡船、水文气象对缆渡安全影响等方面进行了研究,提出了内河缆渡安全建设技术标准,明确了缆渡建设安全管理责任。 In view of the provisions and requirements on cable ferry, in the Provisions on the Safety Control of Inland River Ferry, and taking the terry accidents in Henan as examples, the paper focuses on the characteristics of the cable ferry across inland rivers, the technical conditions of the different parts of cable ferries in safe construction, the location choice for cable ferry and the effect of ferry boats and hydrometeorology on the safety of cable ferry. It proposes the technical standards for the sate construction of inland river cable ferry and defines the safety management responsibilities in cable ferry construction.
