摘　　要： 水污染物总量减排控制制度是一项重要的环境保护制度,对水环境质量改善起到了一定的积极作用,但针对水污染物总量减排的考核方法,特别是基于水质改善的减排考核方法尚不成熟。该文综述了目前的水污染物总量减排考核方法、近年来主要水污染物总量减排及水质改善完成情况以及目前对两者关系的研究进展。 The total pollution control system of water pollutants is an important environmental protection system, which plays a positive role in improving the water quality.However, the assessment methods for the total emission re- duction of water pollutants, especially the assessment methods which based on the improvement of water quality are not yet mature.This paper reviews the current methods for assessing the total amount of water pollutants, the comple- tion of the total water pollutant emission reduction and water quality improvement in recent years, and the current re- search progress on the relationship between them.
