摘　　要： 在农地"三权分置"背景下,国家农地制度设计以确保粮食安全和维护社会稳定等为核心目标,村集体、农业经营主体、农民个体等相关主体也有着各自的利益诉求。利益分化与博弈是我们必须面对的现实问题。本文通过构建养老保险制度精算模型,并对相关参数进行合理设定,在此基础上对养老金替代率进行了实证研究。结果表明,以替代率衡量的农民退休后的养老保障水平主要取决于缴费档次和年限以及投资收益率等影响因素。为此,在农村集体组织拥有农村土地所有权,但基于农地承包关系派生出来的使用、收入等其他权利归属于农民的情况下,通过构建新型土地收益分配关系,有利于实现国家、集体、农业经营主体和农民等多个主体利益的有机耦合。政府应通过教育宣传和补贴等手段,让农民充分认知、信赖和参与新型土地养老社会保障制度;大力推进土地流转平台建设,在农业现代化的基础上通过收入提升以保障农民养老保险缴费能力;优化提升养老基金市场化投资管理水平,提升养老基金保值增值率。 In the context of the'three-right division'institution for arable land,the national farmland system is designed to ensure food security and maintain social stability.But the village collective,the agricultural management subject,the peasants and other related subjects are all stakeholders.This research intends to carry out an empirical research on farmers'pension replacement rate through an actuarial model of endowment insurance.It finds positive effects from the extension of payment period,and improvement of the payment amount and the investment yields on the enhancement of farmers'pension replacement rate.The research findings imply that the government should construct a new social endowment security system of land,enhance the capacity of farmers'endowment insurance expansion,promote the circulation of land trust,and increase farmers'land benefits.In a word,the government should establish a pension fund with market-oriented operating mechanism as soon as possible to improve the investment yield.
