摘　　要： 基层残疾人专职委员是强化基层残疾人组织建设、推进残疾人事业发展的重要力量。而职业能力则是基层残疾人专职委员有效履职的基础性保障。以湖北省为例,本文主要运用定量研究方法并以定性材料作为佐证,对基层残疾人专职委员的职业能力状况及其影响因素进行分析,并据此提出相应的建设路径。研究表明,专职化、岗位收入和专业支持,对于基层残疾人专职委员的总体职业能力、日常办公能力和专业服务能力都具有显著促进作用,表现为专职化程度越高、岗位收入越高、专业支持越多,则能力越高。同时,教育程度和残疾特征显著影响基层残疾人专职委员的专业服务能力,表现为教育程度越高,专业服务能力越好;自身残疾的专职委员比非残疾专职委员的专业服务能力更好。专职化、专业化和福利待遇是基层残疾人专职委员职业能力建设的关键,因此其职业能力建设路径包括:以制度建设促进专职化;以社会工作助推专业化;以资源注入改善福利待遇。 The full-time members of the disabled commifree at the grassroots level is an important force to strengthen the organization of the grassroots organizations and promote the development of the disabled. While the professional ability is the grassroots disabled full-time members of the basic performance of the basic protedion. Taking Hubei Province as an example, the quantitative research method is used to analyze the professional competence of the senior citizens at the grassroots level and its influencing fadors, and then put forward the corresponding construction route accordingly. The research shows that full-time, lob income and professional support have a significant effed on the overall professional competence, daily office ability and professional service ability of the full-time staff at the grassroots level. The higher the degree of spedalization, the higher the post income, the more professional support, and the higher the ability. At the same time, the educational level and disability characteristics significantly affect the professional service capacity of the full-time members of the disabled committee at the grassroots level, the higher the degree of education, the better the professional service ability; disabled members are better than non-disabled members in professional service. Professionalism, specialization and welfare treatment are the key to the professional capacity building of the full-time members of the disabled committee at the grassroots level. Therefore, the path of professional competence construction includes the promotion of full-time system construction, the promotion of specialization in social work, the improvement of welfare treatment by resource iniection.
