摘　　要： 根据供给侧结构性改革的理论与实践,对水利设计行业提出了应当树立改革、质量、市场、绿色、效率、建设的6个导向,提出了解决设计需求、质量跃升、效益提高、素质提升、设计特色、个性作品、行业新路的7个问题,并对黑龙江省未来的灌溉工程、水网工程、抽水蓄能水电站群工程提出了研究建议。 According to the theory and practice of structural reform of the supply side,for water conservancy sector,6 guiding including the reform,quality,market,green,efficiency and construction should be established,and 7 problems about the design requirement,quality improvement,benefit increase,quality promotion,design unique,individual works and new sector roads should be solved.This paper also puts forward the proposals for future irrigation engineering,water network engineering and pumped-storage hydroelectric project in Heilongjiang province.
