摘　　要： 近年来农村环境治理的研究成为一个重要课题。农村环境污染问题的公共性、非迁移性与弱外部性决定了乡村环境治理的特殊性和复杂性，国家与市场均不适合作为农村环境治理的主体。市场经济的发展与税费改革的进行造成的农村基层组织的功能缺位，使得农村基层组织在农村环境治理中的嵌入愈发紧迫。嵌入性理论为基层组织参与农村环境治理提供了理论依据，文中主要研究基层组织在农村环境治理中从“脱嵌状态”向“嵌入状态”的转变，基层组织作为关键要素重塑了基层社会与国家的关系格局，其在农村环境治理中的整合性建构不可或缺。 In recent years,the rural environment governance research has become an important subject. Publicity, the non-mobility of rural environmental pollution and the weak external decides the particularity and complexity of rural environment management. The development of market economy and the reform of taxes and fees led to the absence of the function of rural grassroots organization, making the rural grassroots organizations embedded in rural environment governance more pressing. Embedding theory for grassroots organizations to participate in the rural environment governance provides the theoretical basis. This article mainly research organizations at the grass-roots level in rural environmental management from ＂take off the embedded status＂ to ＂embed＂. Grassroots organizations reshape the relationship between grassroots social and national pattern as a key element. The integrated construction in rural environment management is indispensable.
