试论新世纪以来美国教师质量保障改革措施——基于对九份联邦教育部长教师质量报告的分析

摘  要: 新世纪以来,美国教师队伍的问题日益凸显,表现在教师职业吸引不了优秀人才、教师流动性大、结构性数量短缺等方面。为更好地解决这些问题,联邦政府、州、教师教育机构以及教师专业机构出台了各项措施进一步保障教师质量。本文通过分析九份联邦教育部长教师质量报告,发现评价教师教育项目所培养的教师通过教师资格认证的比例,加强并提高教师资格认证标准的学科专业化,推动教师绩效评价是新世纪以来的三大主力措施。这些措施对改善我国的教师资格认证标准、使其与我国教师资格考试相衔接,以及规范教师评价具有借鉴意义。 Since the beginning of the new century, the problem of American teachers force has become more and more seri- ous. Teacher education programs have less attraction to the outstanding talents. The percentage of teachers' turning over re- main high. The structural shortage of qualified teachers is significant. To better address these problems, the federal and states government, teacher education and professional agencies have introduced measures to further ensure the quality of teachers. Through analysis of nine Secretary' s Reports on Teacher Quality, we found there are three main measures are a- dopted. The first one is evaluating teacher education programs by the proportion of graduates who pass the teacher creditati- on. The second one is increasing the teachers' professional standards on subjects. The third one is promoting teachers' e- valuation according to students performance. These measures are good reference to improve the teachers professional stand- ard of China, to link it with the teachers qualification examination, and to plan systematically the evaluation of teachers.
