从高考政策变迁看我国人才培养模式的演进趋向
Exploring the Evolution Trend of China's Talents Preparation Mode from the Perspective the Change of College Entrance Examination Policy

摘  要: 通过对高考制度恢复及改革发展40年的政策梳理,结合我国人才培养的实践进行分析,发现在面对来自高等教育大众化、学生发展个性化等多方面的挑战下,我国高考政策的制定密切遵循着社会变迁、教育改革及人才成长的规律。根据政策文本的历史演变,以人才培养目标为主线将高考制度演进划分为恢复、调整、完善、改革创新四个时期,进而呈现出我国人才培养模式逐步实现了由选拔到选择,由单一到多元,由固定到灵活的转变。新时期,为进一步推进高考制度改革,应确保在公平、公正的前提下,以改革考试招生机制为基点,以政策为导向,完善现行升学评价标准,建立综合、多维的升学评价体系,构建科学、有效、多元分层的招录模式,切实推进创新人才培养体制的完善。 This study investigated the 40 years' policy development since the resuming of College En- trance Examination system and reform, and analyzed the practice of China's talent preparation. The study found that facing the challenges from the popularization of higher education and the development of students' individual personality, the College Entrance Examination policy in our country closely follows the laws of social change, education reform and talent growth. According to the evolution of policy texts and with the focus on the goal of talent preparation, we divided the evolution of this system into four sta- ges, that is, restoration, adjustment, improvement, and reform and innovation, d^ring which our talent preparation mode gradually shifted from one-way selection to two-way choice, from single choice to multi- ple choices, and from fixed choice to flexible choices. In the new era, in order to promote the reform of the system, in the precondition of ensuring justice and equality, starting from reforming the examination and enrollment mechanism, we should improve current assessment criteria, construct comprehensive and multi-dimensional assessment system for college and university enrolment, build up the scientific, effective and multi-layered recruiting model, and improve the innovative talents preparation system.
