摘　　要： 以辽宁省两大粮食作物水稻和玉米为研究对象,利用统计年鉴中生产、口粮消耗数据及饲料消耗系数等数据折算对比辽宁省粮食生产量和消耗量,对辽宁省粮食保障能力做出定量判断;通过分析提出辽宁粮食生产发展的目标定位及粮食发展和农业结构调整的对策建议。研究认为:辽宁玉米生产应以保障稳产能力和提高利用率为目标,解决玉米生产的环境友好问题、与畜牧业融合发展问题,通过发展青储玉米、专用玉米、延长产业链等达到消化库存,实现玉米产业良性循环的目的;辽宁水稻生产能力建设任重道远,应继续提高水稻的单产和总产水平。 Taking rice and maize, two major crops in Liaoning Province, as objects and applying the data of grain production and consumption in a statistic yearbook and the data of feed consumption coefficients to the conversion and comparison of the grain production and consumption of Liaoning Province, this paper makes an analysis of and a quantitative judgment to the Liaoning grain security capacity and according to the analysis and judgment puts forward the goal of the Liaoning grain production and the measures and suggestions which should be taken to develop grain production and readjust the agricultural structure： Ensuring stable production capacity and improving utilization efficiency should be set up as the goals of the Liaoning maize production, and for this purpose measures should be taken to solve such problems as the environmentally-friendly maize production and the integration of maize industry with animal husbandry and stocks should be reduced and a positive cycle of maize industry realized by developing silage maize and special-purpose maize and extending the industrial chain of maize; and given the fact that the Liaoning rice production capacity is far from its actual need both the yield and total output of rice should continue to be upgraded.
