摘 要: 依据国内外有关历史和现实的经验,发挥混合所有制的协同效应,动员、组织社会资本,从"国退民进"到"国民共进",做强做大国企。促使国企引领科技进步,做强做大国企。完善法人治理结构,创新国有资产管理的"三层"演化体制,做强做大国企。从"经营企业"到"经营资产"再到"经营资本",优化国有经济战略布局,优化和放大要素配置的宏观效应和微观效应,做强做大国企。加强有关法制建设,做强做大国企。 Four strategies can be taken to reinforce and enlarge the state-owned enterprises (SOEs). First, with a reference to relevant historical and practical experiences, SOEs can be reinforced and enlarged by exerting the coordination effect of mixed ownership, mobilizing and organizing the social capital and achieving the transformation from privatizing SOEs to SOEs and private enterprises growing together. Secondly, SOEs can be reinforced and enlarged by encouraging SOEs to lead scientific and technological progress. Thirdly, SOEs can be reinforced and enlarged by perfecting the corporate governance structure and innovating the three -level evolving system of the management of state -owned property from operating the enterprises to operating assets and further to operating capital. Fourthly, SOEs can be reinforced and enlarged by optimizing the strategic layout of state -owned economy, optimizing and enlarging both the macro and micro effects of the elements allocation. Lastly, SOEs can be reinforced and enlarged by reinforcing relevant legal construction.
