摘 要: 近代中原地区水灾后开设的粥厂通常设在灾情严重、灾民集中的区域,主要救济对象为老弱妇孺与极贫灾民。粥厂资金以政府拨款为主,以官员捐廉、地方绅富捐助及社会组织劝募为补充。为杜绝流弊,地方政府因革损益,出台一系列章则办法,使粥厂运作更加规范有序。 When flood raged in the Central Plains Region in modern times, it was a customary practice to set up porridge factories in areas worst hit by the flood or densely populated to provide relief porridges to flood affectees, especially the elderly, women, children and the most impoverished. The funds of such porridge factories mainly came from government funding, supplemented by donations by the haves as well as financing on the part of social organizations. In order to avert corrupt practices in the relief process, local governments issued a series of regula-tions and measures to guarantee the normal and orderly operation of these porridges factories.
