摘　　要： 城乡居民基本养老保险制度实施效果可以从城乡居民的满意度反映出来,可从个体特征、参保情况、政策满意度三个方面来确定衡量满意度的指标,通过对湖南澧县地区进行实证调查,运用多元有序logistic模型对调研取得的数据进行回归分析,结果发现,显著影响城乡居民基本养老保险制度满意度的主要因素有文化程度、政治面貌、对缴费档次的满意度以及对待遇水平的满意度。通过对影响因素的分析,提出实行多缴长缴的激励政策、逐步提高待遇水平、贯彻落实宣传教育工作、大力提高经办服务水平等政策建议。 The effect of the basic old - age insurance system of urban and rural residents can be reflected from the satisfaction of urban and rural residents. The indicators of satisfaction can be determined from three aspects ： individual characteristics, insured conditions and policy satisfaction. The results show that： the main factors that affect the satisfaction degree of the basic old - age insurance system of urban and rural residents are the cultural level, the political outlook, the satis- faction of the payment grade, and the satisfaction of the urban and rural residents~ satisfaction with the urban and rural residents and satisfaction with treatment level. Through analysis on the influencing factors, this paper puts forward some policy suggestions, such as the incentive policy of overdue payment, the gradual improvement of the level of treatment, the implementation of propaganda and education work and the improvement of the service level.
