摘　　要： 一个民族要走向世界,首先给世界贡献的不是国内生产总值,而是世界观。如果一个民族没有比以前曾引领世界的民族更先进的世界观,这个民族就无法走向世界,更不能引领世界。立国要有道统,世界治理也需要道统。进步的世界观反映的就是进步的道统。道统的进步性在于它的人民性。当一个国家失去正义和公平时,它也就失去了引领世界的道统,这个国家就会衰落。今天的历史已经到了一个需要整体性地改革世界治理体制的时刻,各国政治家都在思考世界治理的新方案。中国将从世界和平与发展的大义出发,贡献处理当代国际关系的中国智慧,贡献完善全球治理的中国方案,为人类社会应对21世纪的各种挑战做出自己的贡献。"一带一路"和中国方案是紧密结合的,中国并不拒绝以往人类的文明成果,中国方案并不是要彻底否定而是要改进以往西方提供给世界的治理方案,并且融合出新的世界观,这个世界观既有中国共产党的理念,还有东方传统元素,当然也融入人类的文明优秀成果。可以预料,随着资本主义危机的加深,具有社会主义元素的世界治理的中国方案将日益为更多的人接受。 When a nation takes to the world stage,its world view matters more than its GDP.If its world view is not superior to that of the former leading nation,the nation will probably fail to realize it,let alone lead the world.The legitimacy of a nation rests on its orthodoxy.Advanced world views reflect progress in orthodoxy,which lies in its affinity to the people.When a state lacks justice and fairness,it is likely to lose its legitimacy of leading the world,and then declines.Now it is time to overhaul the old way of global governance,and the statesmen around the world are working on new models of global governance.China contributes to the global governance by offering China's proposal which embodies China's wisdom of tackling international relations and aims for the world peace and development.The Belt and Road Initiative and China's proposal for global governance are closely intertwined.By absorbing the past achievements of mankind,China's proposal for global governance is to improve the Western-led global governance with a new world view rather than replace it.This new world view incorporates not only the ideas of the Communist Party of China,but also the ancient elements of the East as well as the outstanding achievements of human civilizations.It is well anticipated that China's proposal for global governance with Socialist elements will be increasingly accepted by the world as the crisis of capitalism deepens.
