摘　　要： 为保障PPP项目中公众利益不受损害,减少因公众对立而导致PPP项目失败的风险,通过建立公私双方收益分配讨价还价博弈模型,并将"公众参与"作为一个影响因素引入其中,通过直接影响PPP双方收益分配比例,激励私人部门更加关注项目质量和项目社会效益,增加公众在PPP模式中的话语权,为政府保障PPP模式中项目的社会经济综合效益提供了一种思路和方法,并对如何获得有效公众参与相关数据进行了探讨。 In order to protect the public interest in the PPP projects,and to reduce the risk ofthe PPP failures caused by the public opposition,public participation is added to the bargaininggame theory model of the interest distribution in both the public and private parties as an influencefactor.Through influencing the income distribution directly,the private is encouraged to pay moreattention on project quality and social benefits.In this way,public discourse power in PPP isenhanced and public interest is protected.The modeling analysis provides an exercisable way for thepublic to play a substantial role in the PPP project.And it provides a train of thought and methodfor government to safeguard the comprehensive social and economic benefits of PPP projects.Then howto get effective public data are discussed in this paper.
