摘 要: 地票是重庆2008年起实施的一项重要土地政策,同时也是目前重庆顺应国家供给侧结构性改革而做出的重大举措,其目的在于对土地资源进行有效的整理,并提高其利用效率。多年来,全国各个城市的房价几经起伏,唯独重庆在GDP增速连续多年夺冠的情况下,既不限贷也不限购,而房价持续平稳。这一"奇怪"现象的背后很大一部分因素正是重庆这特有的地票制度。简述地票的制度内容、交易过程及发展现状,并通过重庆与一线城市中的深圳和上海等土地供应量的比较,进一步分析地票制度对重庆房地产市场中土地供应所发挥的巨大作用,并对其制度的完善提出了建议。 Land coupon is an important land policy practiced in Chongqing since2008,and it isalso a major measure for Chongqing to comply with the supply-side structural reform.This systemaims to effectively organize land resources and improve their efficiency of utilization.Over theseyears,house prices of other cities fluctuated,but it still keep stable in Chongqing with thefastest GDP growth in China for many years,without limited credit or restricted.The reason behindthis“strange”phenomenon is the unique land coupon system in Chongqing.This paper outlined thecontents,transaction process and development status of the land coupon system.Compared with the landsupply of first-tier cities such as Shenzhen and Shanghai,it further analyzes the land ticket’shuge effects on land supply of Chongqing real estate market,and put forward some suggestions forthe improvement of its system.
