摘　　要： 作为国家进出境监管部门，海关工作与开放型经济密切相关，促进开放型经济发展是海关面临的大势所迫，更是海关的职责所在。本文提出了在完善我国开放型经济体系建设进程中，海关在维护贸易安全与便利、保障财政税款征收、服务外经贸格局、分析研判经济形势和推动我国创新发展等方面应当发挥的职能作用和实现路径。 As a state import&export supervision department,Customs work is closely related to the open economy,and the promotionof open economy is also the duty of Customs which is facing a urgent trendof globalization.In the process of perfecting China’s open economy systemconstruction,the paper puts forward the function and realizing path thatCustoms should play in safeguarding trade security and convenience,safeguarding financial tax levy,service outside economic and tradepattern,analyzing the economical situation and promoting the innovationdevelopment of our country.
