摘　　要： 思想建党与制度治党统一于党的建设的实践中。从提出党内思想教育是最为迫切的任务到强调制度的根本性作用,再到强调思想建党与制度建党紧密结合,是党对执政规律的进一步探索和发展,拓宽了党的建设科学化的实现途径,彰显了党的建设的时代发展特色。为进一步推进思想建党和制度治党紧密结合,需要强化思想引领,筑牢凝心聚力的根基;注重加强制度建设,增强治本之策的保障;坚持同向同时发力,扩大聚合效应;推动以德治党与依规治党深度结合,发挥着力点的作用;严格党内政治生活,发挥结合体的支撑作用;强化统筹考核监督机制,提高全面从严治党成效。 Ideological Party construction and systematic Party governance are unified in the construction practice of the Party.In the process of exploring and developing the rules of Party be in power,firstly put forward the most urgent task of ideological Party education,then pay attention to the essential function of disciplines,and next lay emphasis on the integration of ideological Party construction and systematic Party governance.This broadens achievable methods of Party’s scientific construction and reflects its era development characteristics.In order to further promote the integration of ideological Party construction and systematic Party governance,the government needs to take the following steps:strengthen ideological guidance,build a firm foundation;pay attention to enhance system construction and improve the protection of fundamental solution;insist on playing roles at the same time and directions to enlarge assembly effect;promote ruling the Party by morality and regulations and play the function of acting point;constrain political life in Party and play the supportive function of coalition;enhance overall assessment supervision mechanism to increase the effect of comprehensively strengthening Party discipline.
