摘　　要： 一、问题的提出与文献述评在推进国家治理体系和治理能力现代化的过程中，政协发挥着重要的作用。然而，如何通过精准介入基层协商，有前瞻性地引领基层社会的变革，巩固基层政权，是当前人民政协面临的重大现实和理论问题。政治协商、民主监督、参政议政是人民政协的主要职能。但是，长期以来，政协协商往往表现为合法性有余而有效性不足，也就是说，政协协商不能有效地应对转型社会的突出问题，其根源在于它缺乏一套行之有效的介入协商的方法与机制。 Maintaining that the core of consultative democracy at the primary level is the democraticprocess that the grassroots unit builds consensus on how to balance public interests and individual interests, The Practical Path and Prospect of Primary-level Consultative Democracy summarizes recent experience ofconsultative democracy construction at primary level in three aspects: platform building, system design andprocedure establishment and proposes the direction and the path of improving the primary-level consultativedemocracy from the aspects of system construction and organization construction.Examining the mass line and consultative democracy from the perspective of technology, The Configuration and Nature of Public Opinion Technology—The Technical Comparison Between the Mass Line and the Consultative Democracy maintains that there are both high compatibility and important differences in structureand function between them. The essay underscores that integration and win-win outcome of the two could beachieved by taking in consultative democracy with the mass line and expanding the mass line throughconsultation and democracy.A Study on Mechanism of Accurate Intervention of the Chinese People's Political Consultative Conference(CPPCC) in Primary-level Consultation maintains that fragmentation feature of CPPCC's present intervention inprimary-level consultation has not only resulted in the low efficiency of primary-level governance, but also doeslittle help to institutional level of political consultative work. The essay proposes the mechanism of accurateintervention of the Chinese People's Political Consultative Conference(CPPCC) in primary-level consultationand probes into its modes, conditions and mechanisms, maintaining that it can optimize primary-levelgovernance in the discovery and diagnosis of problems, program proposal, resources integration and the timingof intervention and exit.
