摘　　要： 商贸业发展效率是衡量一个区域商贸业发展水平的重要标志。运用数据包络分析(DEA)法的BCC模型和超效率模型,构建以地方财政支出、全社会固定资产投资额、人均消费性支出和年末商贸业从业人员数为投入指标,以地区商贸业生产总值、社会消费品零售总额和商品交易市场成交额为产出指标的评价指标体系,选取2013—2015年北京市各区指标数据进行实证分析,结果显示,北京市16个区商贸业发展相对效率值差异比较大,北京市商贸业发展效率整体较好,但略呈波动态势,其中7个区的发展效率较差。进一步提升北京市商贸业发展效率,应优化财政支出,改善固定资产投资;优化商贸业从业人员结构及素质;调整市场业态,促进商品交易市场提升发展;发挥协同效应,提高商贸业生产总值和商品交易市场成交额。 Commerce development efficiency is the important symbol for us to measure the regional commerce development level.With the help of BBC model and super-efficiency model of Data Envelopment Analysis(DEA),the author establishes an evaluation index system taking local fiscal expenditure,fixed assets investment volume,consumption expenditure per capita,and number of employees at the end of the year as the input indexes,and local commerce product,total retail sales of consumer goods,and commodity trading volume as the output indexes,and carries out the empirical analysis on data of different districts in Beijing from2013to2015.It is found that:differences of commerce development efficiency in different districts are significant;the overall DEA of Beijing commerce development efficiency,which demonstrates the situation of fluctuation,is effective;and the development efficiency of7districts is lower.To further improve the commerce development efficiency of Beijing,we should,first,optimize fiscal expenditure and improve investment in fixed assets;second,we should optimize the structure and quality of employees;third,we should adjust the business type and promote the improvement and development of commodity trading markets;and fourth,we should,give play to the role of coordination effect and improve the gross product of commerce and commodity trading volume.
