摘　　要： 两极格局时期,出于扩大势力范围、挑战美国霸权等因素的考虑,苏联重视与第三世界国家的关系,将发展对非洲关系置于较重要地位。冷战结束初期,非洲一度成为俄罗斯外交忽视的区域。新世纪以来,面对非洲国际政治经济影响力的提升,俄罗斯出于恢复大国地位、融入全球经济体系的需要,逐渐调整对非政策,开始注重在深化对非合作机制的基础上,利用能源、军备等领域的优势,推动俄非政治、经济与防务等领域的务实合作。中俄在对非政策的原则方面具有相似性,不存在根本的政治利益分歧,对非经贸合作亦不存在结构性冲突,双方在对非关系领域可以进行合作。 During the period of polarization, for expansion of its influence sphere and challenge to the American hegemony, the Soviet Union attached importance to relations with the third world countries, paid more attention to Africa in particular. At the beginning of the post-cold war, Africa was once a neglected area by Russian diplomacy. Since the new century, due to Africa＇s rising international political and economic influence and its need of integration into the global economic system, Russia has adjusted its policy toward Africa. Russia uses the advantage of energy and military equipment to promote and deepen the practical cooperation the fields of political, economic and defense. The policies towards Africa of China and Russia have similarities in principle. There is no fundamental difference in political interests and there is also no structural conflict existing in the economic and trade cooperation. Therefore two countries can cooperae in their relations with Africa.
