摘　　要： 目的:构建政府医疗服务监管内容框架,探讨现行体制下政府对医疗服务监管的重点内容并提出相关政策建议。方法:运用文献研究、知情人访谈和德尔菲专家咨询法开展研究。结果:通过文献研究与知情人访谈,得出了政府对医疗服务监管的主要框架,包括医疗机构、医务人员、医疗技术3个方面,涵盖了26项政府监管内容;经过德尔菲专家咨询法得出了16项政府重点监管内容。结论:政府应重点监管规则制定、违规惩处、信息公开等权威性和强制性较强的内容,而技术性、专业性较强的监管内容则建议逐步放权。 Objectives： To construct the content framework of government medical care regulation, to explore the important regulatory content of the government as the subject of regulation for medical care and to put forward policy suggestions for improving the regulation of medical care. Methods： Literature research, insider interviews and Delphi expert consultation were jointly used. Results： Through the literature research and insider interviews, government＇s main framework for the regulation of medical care including medical institutions, medical staff and medical technology, covering 26 regulatory contents are shaped. And through the Delphi expert consultation, 16 key government regulations are conformed. Conclusions： In the current policy background, the government＇s key regulatory content of medical care is considered to strengthen regulatory rules, irregular punishment, information disclosure and other authoritative content. Technical and highly specialized regulatory contents are recommended to gradually decentralization.
