摘 要: 20世纪末,韩国逐步意识到国家“软实力”的重要价值,开启了其追求公共外交突破的新阶段。基于塑造一个良好、健康和正面的国家形象目的,韩国政府和韩国民间组织拉开了在公共外交领域的耕作的序幕。随着信息技术的高速发展,韩国文化逐渐被定位为韩国公共外交的主要工具之一。韩文化在传播过程增进了韩国对外交流以及加强了国际社会对韩国的认同感,同时,韩国公共外交所面临的国内外形势、技术变革等限制因素也不容忽略。 In the late twentieth Century, South Korea gradually realized the importance of the "soft power" and opened a new stage of its pursuit of public diplomacy. To create a healthy and positive national image overseas, the government and non-governmental organizations started farming in the field ofpubhc diplomacy. With the rapid development of information technology, Korean culture has gradually been positioned as one of the main tools of public diplomacy. Korean culture enhanced the communication between the South Korean and other countries and strengthened the international recognition for South Korea, however, the limiting factors of South Korean public diplomacy cannot be ignored, which includes domestic and international situation, technological revolution and so on.
