西部边疆地区医院人才引进思考

摘  要: 目的:通过调查和分析,总结以新疆为典型的西部边疆地区医院人才引进现状、存在问题和根源。方法:采用关键人物定性访谈和调查问卷研究相结合的方式,对新疆18县(市)的25所医院进行深入调研。结果:新疆地区医院专业技术人才严重匮乏;南北疆医疗人才分布不均衡;人才流动存在明显逆差。结论:边疆地区医院在人才引进方面政策投入不足,医院平台建设不到位,欠缺引进与培养并重的理念,人才引进方式有一定误区,建议边疆地区医院走待遇留人、感情留心之路,同时,探索多渠道引才机制。 Objectives: To learn the current situation, problems and causes of the introduction of talents in hospitals in Xinjiang through investigation and analysis. Methods: 25 hospitals in 17 counties in Xinjiang were selected to have a joint qualitative in-depth interview and quantitative questionnaire. Results: It showed there was a serious shortage of professional healthcare staff in Xinjiang hospitals. And there was big gap on the distribution of professional healthcare staff in North and South Xinjiang. Professional staffs one way flowed from south area to north area. Conclusions: There were some problems on talent introduction and human resources training such as inadequate input, incomplete talent training and introduce platform and irrational way on talent introduction. It needs to create a joint talent introduction mechanism which involves compensation mechanism and paying more attention on staff's emotion.
