摘　　要： 经济危机与贸易保护总是如影随形,奥巴马政府在面临经济危机时针对中国的贸易保护政策不仅没有改善美国经济,反而导致中美之间的贸易摩擦。针对这一悖论,前景理论的分析框架为我们提供了一种新的视角。与前几任总统的对华贸易政策相比,奥巴马政府的政策以贸易战著称。奥巴马在其总统任期期间,之所以频频发起对华贸易战,不仅仅与其所属的民主党属性有关;更重要的是,奥巴马政府将美国置于损失框架中,认为在中美贸易中,中国是受益更多的一方,而美国则是受损的一方。这种损失心理使得美国政府在决策时采取风险偏好的态度,违背了自由贸易原则。 The economic crisis and trade protection always go hand in hand,the Obama Administration＇s trade protection policy toward China does not improve American economy while leading to trade friction between China and America. Facing this paradox, analysis framework of prospect theory provides us a new perspective. Compared with trade policy toward China of his former Presidents, the Obama Administration＇ s policy is famous for trade war. Obama Government has launched trade war with China during his presidency, which doesn＇t only associate with the attribute of Democratic Party, more importantly,he has put America at a loss framework, and thought China gained more than America, America was the damaged party in Sino-US trade. This psychological loss makes Obama Government take the attitude of risk preference in decision- making process and violate free trade principle,
