摘　　要： 对口支援机制是对口支援的重要内容,合理有效的机制能够显著提高对口支援效果。"科层制机制"是对口支援中最早被采用、最常用的机制,具有稳定性、职责分工明确等优点,缺点是无偿性、被动性。市场机制在"科层制机制"基础上形成,具有动力强劲、方式多样、效果明显等优点,而缺点则是脆弱性明显、稳定性不足。两种机制各有优缺点,在对口支援中应将两种机制有机结合,取长补短,形成机制合力,提高对口支援效果。 The counterpart support mechanism is an important part of the counterpart support, and a reasonable and effective mechanism which can significantly improve the effect of counterpart support. ＂Bureaucratic mechanism＂ is the earliest and most commonly used mechanism in the counterpart support, whose disadvantages are gratuitous and passive, and advantages are stability, clear division of responsibilities, and so on. Market mechanism has developed from ＂bureaucratic mechanism＂ with the advantages of strong power, diversity, and the obvious effects, whose disadvantages are fragile and lack of stability. As the two mechanisms have their own advantages and disadvantages in the counterpart support, it is necessary to combine them organically, and compensate learn with each other.
