摘　　要： 改革开放以来,我国施行以GDP为主考核官员体制,虽然这一考核体制带动地方政府积极性,给地方之间竞争带来活力,但盲目追求短期政绩,而忽视了生态环境保护、社会稳定、人民实际生活水平改善等等。近两年提出的双创号召是需要长期孕育发展的,以GDP为主考核官员的体制难以孕育出良好的环境鼓励年轻人创业创新。双创的可持续性发展问题亟待解决。 Since the reform and opening up, China has been implementing the official assessment system mainly based on GDP. Although the assessment system stimulates local government initiative and brings vitality to the local competition, the blind pursuit of short-term performance resulting in ignoring the protection of the ecological environment, social stability and improvement of people＇s real living standards etc. Mass entrepreneurship and innovation needs a long-term development, so GDP based official evaluation system is difficult to breed a good environment to encourage young people to realize entrepreneurship and innovation. Therefore, the sustainable development problem of mass entrepreneurship and innovation demands urgent solution.
