摘　　要： 公众对于环境政策的全过程参与是建构环境治理体系的关键要素。然而,公众参与的制度建设在中国相对滞后,公众在环境治理中的角色和地位趋向边缘化,中国环境政策落地陷入公众参与不足的困境。文章运用文本分析和案例研究相结合的方法,基于中国当前公众参与环境政策的现状分析,发现中国公众参与法制保障不健全,体制机制建设不完善从而导致公众参与缺乏代表性和参与渠道单一等问题。对此,可通过汲取国外先进经验,形成符合中国国情的公众参与模式——环保社区咨询小组(ECCG),希冀该创新模式助推中国基层民众积极参与环保,与此同时,也为深化环境治理过程中的社区参与研究提供借鉴。 Public participation in environmental management is critically important in the development of a healthy environmental governance system. However, public participation system is not well established, and the role of the public in environmental management is marginalized. The Chinese environment policy currently faces a dilemma which lacks the effective participation of the public. Based on the analysis of the current status of the pub- lic participation in environmental policy in China, this paper uses text analysis and case study research method to find the poor legal guarantee for the public participation and the imperfect institutional construction of the public participation, which result in the dissatisfactory representativeness of the public participation and single channel sys- tem. This article suggests that we should learn the advanced experience of the foreign countries so as to develop the public participation model consistent with the Chinese situation the establishment of the environmental community command group （ECCG）. It is expected that this model of innovation will promote the Chinese grass -roots participation in the environmental protection, and may provide good examples for the research of community participation in the environmental management.
