摘 要: 在对国有农场土地租赁市场调研中,发现对土地租赁的价格制定缺乏科学合理性。由于土地租赁的价格跟土地质量正相关,该文重点研究土地质量与租金的关系模型,利用层次分析法引入农场职工打分、土地专家打分和土地管理者打分三方参与评价机制,通过判断标度形成判断矩阵、计算三方权重;将土地质量评价分为三个属性:土地自然属性、环境属性和经济属性,并且细化为11个指标,分别将这11个指标进行量化为分值(满分100分),由群众、土地专家和土地管理者进行打分;最后将分数与权重进行权重计算,得出土地质量分值,比照土地分值-租金表,计算土地的租赁价格,结合国家土地租赁价格、省内租赁价格、地区租赁价格反复修正土地分值-租金表,直至得到合理的土地质量-租金模型。 In the study of land leasing market of state farms, it is found that the price of land leasing is lack of scientific rationality. Because the price of land leasing is positively related to land quality, this paper focuses on the relationship between land quality and rent, and uses the analytic hierarchy process to introduce farmers' scoring, land experts' scoring and land managers'scoring ( i.e. the three parties participate in the evaluation mechanism). Matrix, the three-way weight is calculated; the land quality evaluation is divided into three attributes: land natural attribute, environmental attribute and economic attribute, and refined into 11 indicators, the 11 indicators were quantified into scores (out of 100 points) , By the masses, land experts and land managers to score; Finally, the score and weight of the weight calculation, the land quality score, cf land score - rent table, calculate the land lease price, combined with the national land lease prices, the rental price in the province, the regional rental price is repeatedly revised land score - the rent table until a reasonable land quality-rent model is obtained.
