摘　　要： 文章从历史和现实两个维度,论证了经略海洋的必要性和重要性,指出经略海洋是实现中华民族伟大复兴的战略抉择,是实现中华民族伟大复兴的强国之策,是全面推进小康社会的强大动力,是战胜国际敌对势力海上威胁的根本保证,也是新阶段世界发展的总趋势。并在此基础上,提出中国特色海洋战略的构建措施。 The necessity and significance of the ocean management is argued from the dimensions of history and reality.It is pointed out that it is a strategic choice for the great revival of the Chinese nation.It will enhance the development of the nation as a drive for the advancement of prosperous society.It is the foundation for China to deal with the hostile treat from the ocean.It is also the general trend of the world development at the new stage.Based on the analysis,the measures for the construction of the ocean strategy with Chinese characteristics are also proposed.
