摘 要: 通过对国务院文化类管理机构改革历程的回顾可以发现,近四十年来国务院文化类管理机构在改革地位、机构整合等方面经历了显著变迁,展现出变迁的总趋势是建立有机的大部门制。变迁过程还展现了国务院文化类管理机构的内部演化特征,即在职能转变上的市场化、分权化和服务化趋势,内部设置上存在辅助类部门合并、业务类部门叠加的演化逻辑,编制规模上存在先"精简"后"膨胀"的演变趋势。演变过程也揭示出进一步推动改革仍面临大部门的扩张边界、与党宣系统的关系、职能融合与整合方式、职能转变与内部流程再造等制度性约束,未来的改革需要立足于顶层设计并突破这些约束。 Reviewing the reform of cultural administration departments under China^s State Council in the past 40 years, we can find that the administration departments have experienced significant reforms in terms of its status and institutional integration, with the general trend to set up an organic department system. The process of change demonstrates that the characteristics of the internal evolution of the administration departments are marketization, decentralization and service-orientation in function transformation, merging of auxiliary institutions and overlying of operational offices in internal organization setting, development from the streamlined to the expanded in staff estab- lishing. Besides, the process also reveals that in order to push forward the reform, the authority should be concerned about the institutional constraints of regulating the departmental boundaries, coordinating the relation with the pub- licity system of the Party, facilitating the functional combination and integration, and reengineering the internal pro- cess. With the analysis, the paper concludes that the future reform should base on the top design and break through the constraints.
