摘 要: 在县域治理中,行政科层制具有专业化、技术化和程序化等优势,承担了诸多治理事务,但其形式主义、部门分割、严格预算等固有属性,使其难以多快好省地实现公共治理目标。行政包干制则通过政治动员的方式充分调动和整合党政部门的资源,可以推动县域经济社会跨越式发展和超常规治理。在行政包干制中,县级党委通过党委会议的形式,将县域范围内那些重要的、行政科层制难以胜任的治理事务转化为政治任务,改变治理事务的性质,并对党政部门进行结构整合、资源聚集与功能重组,以完成政治任务,从而在较短时间内较好地改变县域经济社会面貌。行政包干的实质是对政治任务的包干,没有被转化为政治任务的治理事务仍由行政科层制来完成。行政包干制与行政科层制既相互区别,又相互联系,共同完成县域内大部分治理。 In county governance,administrative bureaucratic system has professional,technical and procedural advantages,and undertakes many governance affairs,but its formalism,departmental division,strict budget and other inherent attributes make it difficult to achieve the goal of public governance in a quick,effective,gratifying and economical way.Administrative contracting system,on the other hand,can promote the county’s jumping economic and social development and attain unconventional governance by tapping and integrating the resources of the party and government departments through political mobilization.In the administrative contracting system,the county party leadership,through the party committee,transforms the otherwise important but insurmountable governance affairs in the hand of the administrative bureaucratic system into political tasks and thereby change the nature of governance.Through structural integration,resource aggregation and functional reorganization of the party and government departments,the county party leadership manage to complete the political tasks and change the social and economic outlook of the county in a relatively short period of time.The essence of administrative contracting system is contracting the responsibility of political tasks.Those governance affairs which have not been transformed into political tasks are still the business of the administrative bureaucratic system.Administrative contracting system and administrative bureaucratic system are different and yet interrelated systems.They jointly complete the majority of county governance.
