摘　　要： 运用文献资料法对政府在全国体育赛事中出现的问题进行细致的研究,是了解目前全国比赛中政府的职能该如何发挥,政府在全国体育赛事中的体育监督和管理以及在体育赛事保证系统中的核心作用,对政府的赛事风险活动中的角色进行定位,政府应该充当好指挥与主导角色、执行与配合角色、规范与保障角色的三种角色,并对政府在体育赛中的风险管理中的作用进行一一梳理:体育赛事政府为主导的保障的体系和赛事维护的观念、体育赛事的制度化管理与制度完善作为基础保障措施、体育赛事的政府组织行为与社会化组织的联合协调发展、体育赛事的政府中的风险管理的运行机制定位与功能、体育赛事风险管理的技术服务系统和支撑定位发展功能。以期待为体育赛事风险管理中更好地发挥政府的职能和作用。 this paper USES the method of documents and materials to the government in the national sports a detailed research and the problems of reading,to understand the national sports event in the current main functions and the role of the government,through the analysis about the government's role in the sports event risk activities to locate,the government should act as good command and dominant role,perform and coordinate roles,norms and security role three roles,and the government role in the risk management of the sports to tease apart:sporting events risk management concept of dominant position,sporting events risk management system of perfect positioning,sporting events risk management organization safeguard,sporting events risk management operation mechanism positioning,sporting events risk management technical support position.To look forward to better play to the government in the sports event risk management function and role.
