摘　　要： 传统民本思想既是中国古代占统治地位的政治学说,又是中国传统哲学的重要组成部分;既是封建统治者的治国之术,又包含有人民性的思想。协商民主是我国人民民主的重要形式,是人民当家作主的实现形式,它植根于中国传统文化,具有内生性。传统民本思想主要包括民惟邦本、民贵君轻、政在养民等几方面内容。它在重视民众利益、强调政治需要协商、主张政治需要监督等方面与协商民主相契合。同时因其不利于形成公民意识及不利于形成制度意识而对协商民主的发展具有消极影响。 The Traditional human--based idea is not only the dominant political theory in ancient China, but also an impor- tant part of Chinese traditional philosophy. It is the feudal rulers＂ governing tool, while it also contains human--oriented ideas. The Deliberative Democracy is not only the important forms of people＇s democracy in China, but the forms of the people to be the masters of our country, which is rooted in traditional culture and endogenous. The people are the foundation of the state. The people are more important than the rulers. The key affairs of government are to keep the people. These are all included in the traditional human--based idea. It accords with deliberative democracy in terms of the public interest, the importance of politics and the need for political consultation. At the same time, it impacts the development of deliberative democracy negatively due to its difficulty to form citizen consciousness and institutional awareness.
