摘　　要： 新版《安全生产法》加大了石油行业重大事故问责力度,对提升石油行业安全标准技术水平具有重要意义。介绍了美国国家消防协会NFPA基本情况,以及美国易燃易爆危险液体的综合性技术标准NFPA 30—2012。结合新版NFPA 30—2012修订内容,阐述了美国在大型储罐设计、操作、检测、维护和安全管理等方面最新技术进展,包括低温储罐和常压储罐设计标准;储罐通风口、充装管线等设计标准;预防储罐过量充装和溢流保护措施和程序;防火型储罐性能要求;人口密集区储罐固定式消防系统设计要求等。最后,提出了根据NFPA 30—2012修订内容完善国内标准SY/T 6344—2010的建议。 The new version of'safe production act'enhances the accountability to significant accidents in oil industry,which has an important sense to improve the safety standard and technology level of oil industry.This paper introduces the basic situation of National Fire Protection Association,NFPA and the comprehensive technology standard NFPA 30—2012 which is about American flammable and explosive dangerous liquid.According to the adjusted contents of the new version of NFPA 30—2012,we elaborate the latest technology development on the design,operation,detection,maintenance and safety management of large-scale storage tanks,including the design standard of low temperature storage tank,atmospheric storage tank,intake of oil storage tank,filling line,protection measures and process for excessively filling to storage tank and overflow of storage tank,performance demand of anti-fire storage tank,design demand of stationary fire extinguishing system of storage tank in high density residential area.Finally,we propose suggestions for the improvement of national standard SY/T 6344—2010 based on the adjustment of NFPA 30—2012.
