摘　　要： 弱势群体的权利保障问题,涉及社会公平正义价值观的实现,在任何国家都是一个值得重视的问题。在这方面,随着改革开放的进程,我国已取得了巨大的成绩。但从制度等深层次审视,我国弱势群体权利保障方面还存在诸多问题。这些问题,既涉及国家在法律、政策及社会体系方面的顶层设计,又涉及弱势群体法定权利的确定、实现以及救济等具体制度的完善与改革。保障弱势群体的正当合法权益,我们还有很长一段路要走。应制定一部保障弱势群体权益的基本法,确定弱势群体保障制度的基本原则,形成以平等权、生存权、发展权为核心的人权标准体系,确保弱势群体既有利益表达渠道通畅,同时开拓新的利益表达机制,使该群体的利益和尊严能在不久的将来获得更为充分的保护。 The protection of the rights of vulnerable groups, involving the realization of social justice values ,is a matter worthy of attention in any country. In this regard, with the process of reform and opening up, China has made great achievements. However, there are still many shortcomings in the protection of the rights of vulnerable groups in our country. From the system and other deep - seated aspects, many problems of protecting China,s vulnerable groups, rights do exist. These problems involve not only the top - level design of the state in terms of law, policy and social system, but also the perfection and reform of specific systems such as the determination of legal rights of vulnerable groups, the realization of legal rights and the relief of legal rights. There is still a long way to go to find out how to protect the rights and interests of vulnerable groups. A basic law of protecting the rights and interests of vulnerable groups should be formulated, to determine the basic principles of the protection system of vulnerable groups, form a human rights standard system with equal rights, right of subsistence and development as the core, ensure that the disadvantaged groups have unhindered channels of expression of interests, meanwhile, open up new interests expression mechanism,in order to improve China, s protection system of social vulnerable groups rights and make the interests and dignities of the groups get more adequate protection in the near future.
