摘　　要： 新常态下,我国农村贫困呈现出一些新特点,如普遍性贫困向区域性贫困转变、贫困人口愈趋分散化、相对贫困凸显、返贫现象严重等,给政府扶贫工作带来严峻挑战。包容性创新作为一种全新的创新理念,强调以公平的方式为贫困群体提供价值以促进包容性增长,实现创新价值和创新成果共享,其创新理念与精准扶贫的核心理念一致,因此,实现包容性创新与精准扶贫的融合是新常态下中国扶贫治理方式改革的重要战略方向。 Under the new normal,rural poverty presents many new characteristics,such as the universality poverty turn to regional poverty; Poverty population is more and more dispersed; Relative poverty is expand,and phenomenon of returning to poverty is serious and so on,which bring severe challenges to rural poverty alleviation in China.Inclusive innovation stresses to promote inclusive growthin a fair way for poor groupsso as to share innovation value and results in a fair way for poor groups,Its innovative concept is consistent with the core concept of targeting poverty alleviation.Therefore,the integration of inclusive innovation and targeted poverty alleviation is the important direction of poverty alleviation reform in the new period.
